By your clock
Your own evening matters a little. If it is two in the morning where you are, the list leans towards women who are at lunch or on a morning commute, because those are the people whose day is just starting. If you wake early, it leans the other way, towards the ones who have finished their shift and want to unwind. You do not set any of this. The list simply reads the time and shuffles itself.
Nothing about the order is a rating. Being first means only that her clock says she can talk right now. A woman sitting low on the list is not less keen; it may simply be the middle of her working day, and she will rise when her hour turns.
